CURRENT STATE AND FUTURE PROSPECTS OF SOCIAL SERVICES IN COMMUNITY FOR PEOPLE WITH DISABILITIES IN BULGARIA
Billion people all over the world suffer some form of disability or that amounts to about 15% of the world’s population. Their number in European Union (EU) is about 80 million people. That percentage is increasing with ageing of the population in the EU. The number of people in Bulgaria with disabilities at the end of 2015, aged over 16 years old has reached 729 thousand and children with disabilities to 16 years old are 45 thousand. People with disabilities depend on the assistance of other people in order to be properly attended to in their daily routine and perform various activities. There is exist insufficient number of social services in community that respond adequately to the necessities of the target groups – persons with physical and/or psychic disabilities, mentally disabled, dementing, as well people over 65 years old in permanent incapacity for self-servicing. There is increasing necessity to establish and develop integrated healthcare- social services that to be considered to the expectations of persons to live active, individual and quality live in their own homes and community, that on the other part should also respond to the various necessities and support..
The system for social services in Bulgarian communities is progressing at recent years – the services provided are expanding in daily centers, centers for social rehabilitation and integration, protected homes, surveillance homes, family type centers as well the model to provide services in home environment – personal assistant, domestic servants. Despite all efforts in the direction of modernizing the system for social services, still there are existing a number of disadvantages that make the functioning of the system inefficient and do not correspond to the complex necessities of people with disabilities..
During the last year the governmental policy emphasize on increasing the number and types of social services, directly focused on people with disabilities. Act for social services is in the course of preparation, that should respond to the challenges, related to the process of deinstitutionalisation and providing of long term cares. A new defining for social services has been set out in the concept, their cartography and personalization in order to overcome established disadvantages and existing deficiency of the former model min force. Constructing of such service is demanding. corresponding to the requirements, the government and market failed to provide in appropriate response. They are related to usage of new means (management, organization of work, combining resources and other), as well as a change in the relationship between service providers and beneficiaries.
