Abstract

For years, the Armed Forces and the Bulgarian Army have been undergoing reforms and transformation, which are undoubtedly necessary and imposed by a number of internal and external factors. The main reason for the reforms, restructuring, and downsizing of the army during the transition is the economic crisis in the country and the lack of sufficient financial resources for the defense and security sector. And since the maintenance of the material base, armaments, and equipment, logistical support, staff support are directly dependent on budgetary constraints on security and defense, structural reforms are accompanied by a sharp reduction in positions and the release of equipment and weapons. Against the background of this whole situation, the reduction of the specialists in motivation and quality of life is to some extent justified, but as a result, there are lasting consequences for the people and the organization. In the years of crisis and insecurity, slowly and steadily for the servicemen occurs deconstruction of the motivation. Moreover, the motivation of this part of the servicemen with full-time positions in the ranks of the Bulgarian Army is limited to the satisfaction of some of their basic human needs - salaries, food, family support. The lack of security for tomorrow is accompanied by the fear of new layoffs, which calls into question not only the satisfaction of basic needs but also the higher, inner human ones, whose expression is the so-called motivation based on fear, threats, and control, called by Herzberg KITA- motivation. Although these troubled times of ambiguity and fear are a thing of the past, the army has long seen a rise in all aspects and its transformation continues, the different nature of the reasons for this should be taken into account. Emerging technologies require the modernization of the Armed Forces and investment in new defense capabilities to maintain a modern professional army. Achieving this new, modern vision is possible only if the necessary investments are made in people, their training and qualification, and their motivation. The motivation of servicemen is part of the human resources management in the Armed Forces, which nowadays faces the challenge of attracting and retaining its professionals. The motivation is the responsibility and priority of the commanders of military formations. The point, however, is that commanders are not experts in every field, which determines the need for specialists in finance, logistics, personnel, PR, etc. An urgent need arose for specialists in motivation and quality of life. The consequences of this are: the lack of an individual approach and system for determining the individual motivating factors for servicemen; the lack of a built model of motivation; the lack of a strategy to increase the motivation of the staff. Still in the army, with the established authoritarian style of managerial communication, there is KITA, which inevitably leads to demotivation. In general, there is a lack of commitment to the individual, and a sense of attention and importance among the military is needed to further strengthen confidence in the management and commanders. This means that the need for motivation specialists to work with commanders not only contributes to their support in their activities to motivate personnel but also contributes to improving the quality of life in the formations.
