THE LOSS OF WORKFORCE AND ITS CONSEQUENCES TO THE NATIONAL SECURITY

Abstract

The study will serve to present the interconnection between the loss of workforce and its consequences to the loss of national security, based on science. The state, as an organization in itself, requires three elements for its existence: territory, its people, and government power. As soon as a state begins to lose its workforce, which at the same time is the most active part of the people in all aspects of life, we may consider that that given state’s national security is seriously being endangered.
This study will focus upon the state of Kosovo, although losing the workforce phenomenon is occurring throughout the Western Balkans and in former Yugoslav countries – Croatia and Slovenia – that are already part of the EU. The loss of workforce consequence initially impacts the economy; however, its impact stretches significantly in all aspects of the state’s pores, such as loss of consuming power, loss of active population that contributes to natality of the state itself, loss of students in schools, and all the way to perishing of the population who live in the small dispersed areas. During the last century’s 70s and 80s, the workforce searched for jobs in developed countries in order to help their own families financially but, the majority of them, did not bring along their families since their intention was not permanent stay in any of those developed countries. Nowadays, the trend has changed! The vast majority of the workforce’s intention, that is traveling towards the developed countries, besides getting a job, is a permanent settlement in that country and now they are bringing their families along. They have no intentions to get back to their homeland anymore.
The increase of migration from the state of Kosovo on one hand and the natality drop on the other urged me to choose this particular research topic in order to explore the consequences deriving from the loss of workforce – as a result of the migration – and its negative impact in the national security.
Based upon different reports, we may see that the majority of individuals who migrate are qualified – whether with superior qualifications or craftsmen. Subsequently, the damage caused to the state with the loss of its workforce could be described in two aspects: the loss of the workforce, which is the active and the most useful part of the society; and, the loss of the asset that has been invested upon for decades in their schooling and training, only to lose them to the developed countries who will benefit through the use of their skills without any previous investment on the workforce’s obtained qualification.
In the paper, I will use the method: Official Data and Accounts. Besides official data of Kosovo, I will use a variety of reports of different national and international organizations, non-governmental organizations, and different media published articles.
