PRINCIPLES OF GOOD GOVERNANCE AND CIVIL AND POLITICAL PARTICIPATION AT THE LOCAL LEVEL - CASE STUDY CITY OF SKOPJE

Abstract

The application and development of the principles of good governance on local level is essential for developing citizen and political participation by the citizens. This article analyzes the characteristics of good governance and the practical application of civic and political participation at the city of Skopje from 2005 to 2022. In 2008, The Council of Ministers of the Council of Europe adopted twelve principals of good governance at the local level, which include: participation, representativeness and holding fair elections, responsiveness, efficiency and effectiveness, openness and transparency, rule of law, ethical behavior, competence and capacity, innovation and openness to change, sustainability and long terms orientation, financial management, human rights, cultural diversity and social cohesion and responsibility. This article aims to analyze how many civil initiatives, citizen gatherings, referendums, public tribunes, motions and proposals and surveys have been carried out in the city of Skopje from 2005 and 2022 and how much they are indicators of respect for the principles of (un)good management of the City of Skopje.
