ЕDUCATION AND LEGISLATION AS IMPORTANT FACTORS OF TOURISM DEVELOPMENT IN THE REPUBLIC OF SERBIA

Abstract

In the contemporary conditions, especially in the conditions of the COVID-19 pandemic, as well as under
the influence of a number of global economic-financial, political, climatic and other factors, but also national and
local capacities for development, tourism is becoming an increasingly dynamic phenomenon. This can be seen on
the side of tourist demand, which is changing, even in a very short time, but also in the long term. In the light of
these changes, knowledge, information and quality education are of particular importance, where modern
information and communication technologies provide strong support in this area. Namely, education is very
important in all areas of life and work, that is, in economic and non-economic activities, in developed and
underdeveloped countries, in normal and state of emergency, at all ages. Accordingly, it is very important for
tourism development. In addition to education and a number of other factors, it is important to point out that
legislation also has an extremely important place and role in the development of tourism, at all stages of
development of the economy and society. In this paper, the subject of the legal analysis implies exactly the legal
mechanisms pertaining to passenger rights and the rules prescribed by the Law on Consumer Protection of the
Republic of Serbia, since the increase in the number of passengers as users of tourist services in certain areas calls
for a higher level of protection of their rights. Regarding education and its importance for the development of
tourism in the Republic of Serbia, which is analyzed in this paper, the subject of research in the paper are the
institutional framework and other content elements in the field of education, which are relevant for the development
of tourism in the Republic of Serbia. Accordingly, the purpose of the research is to point out that education and
legislation, today are among the most important factors in the field of providing tourist services and the development
of all types of tourism. This paper uses the descriptive, comparative, historical method and generalization method,
with a schematic presentation, reliance on relevant regulations and previous research by many authors in this field.
The results of this research and conclusions indicate the necessity of wider education for the development of
tourism, that is, they indicate the necessity of education, both on the side of the tourist offer and on the side of the
tourist demand, and all this should take place with the development of the education institutions and system
according to the needs of the modern tourism economy and society. Also, the results of the research and conclusions
indicate the exceptional importance of legal framework, aiming to strengthen and ensure a higher level of protection
of passengers’ rights and harmonize the national legislation with the relevant EU laws and regulations. In terms of
applicability of the research findings, the recomendations and expected contributions of this research relate to a
better understanding of importance of education and legislation for tourism development, in accordance with the
general aspiration to improve the quality of the tourist offer in contemporary conditions, including the higher level
of passengers’ rights protection
