SUCCESSFUL ACHIEVEMENT OF SHUMEN STUDENTS AS A RESULTING ASPECT OF THE QUALITY OF HIGHER EDUCATION

Abstract

The quality of higher education is a multidimensional process that does not have a single definition. At
the end of the 1990s, the Bologna Declaration purposefully raised the issue of developing systems for ensuring the
quality of education in higher education institutions and measuring it with uniform indicators. Higher education
institutions have academic autonomy to conduct the educational process and research activities. Regardless of this
basic principle of autonomy, each higher education institution is responsible for ensuring the high quality of the
education provided, as well as for developing a system of indicators and procedures for its evaluation. In this way,
belonging to the European Higher Education Area is ensured as a dynamic system in which the efforts of scientists
from different countries and with different scientific training are complemented in cooperation to exchange
experience and practices in ensuring high quality of higher education. The difficulty of a single definition of quality
stems from the different aspects of its consideration and measurement. One of them is the quality of preparation of
the students, which can be assessed by the professional realization of the graduates. The article presents an analysis
of the realization of students from Shumen University "Bishop Konstantin Preslavski" as a result of the quality of
education provided in the higher school. The main European national and institutional strategic documents for
ensuring the quality of teaching and learning, development of university personnel and higher education in general
are examined. The leading strategic documents of Shumen University for quality development are analyzed. Basic
principles for the development of criteria and procedures for its evaluation are presented. The question is raised
about the planning of activities in the higher school that form a culture of quality, values and provide the future
vision for effective development. An analysis of the realization of the students of Shumen University in different
sections is presented. It provides evidence of the ensured quality in the higher education institution - an
administrative area in Bulgaria, in which the professional development of students, workplace, position held, career
development is implemented. Conclusions are made about the interrelationship between strategic planning and
monitoring as basic prerequisites for creating conditions for quality higher education, as well as about their
significant role in this context. The university's responsible attitude towards setting goals and their defense and
implementation for its effective development and achievement of high quality education in higher education is
discussed.
