PROPOSED CRITERIA IN THE FIELD OF SUPERVISION OF VEHICLES FOR THE TRANSPORT OF DANGEROUS GOODS

Abstract

The basic goal of organizing individual actions in the transport industry is the safety and protection of people, material goods and the environment. One of the areas that needs to be regulated in the transport of dangerous goods is the parking of vehicles for the transport of dangerous goods, that is, the supervision of those vehicles in parking lots and rest areas. On the other hand, one of the problems in the transport of dangerous goods is also the duration of driving the vehicle, i.e. rest and breaks in the work of the driver, which is also regulated by European regulations and national regulations. The problem of rest and supervision of a vehicle in the transport of dangerous goods is complex and it needs to be considered from two aspects: from the aspect of the location of the rest area, in accordance with the regulations governing the duration of driving the vehicle, and from the aspect of the structure and content of the rest area, which should meet the appropriate conditions for the safety of drivers and vehicles for the transport of dangerous goods, but also of other traffic participants, material goods and the environment. During the research, a large number of factors are taken into account that directly and indirectly affect the implementation of transport, which are expressed by appropriate parameters. The goal of planning and organizing every transport of dangerous goods is to reduce the risk of an incident situation, and therefore an extraordinary event, the consequences of which can be unforeseeable.
In this paper, an overview of the basic normative documents regulating the area of supervision of vehicles for the transport of dangerous goods on the European road network is given, an overview of the contents dealing with the location of rest areas for vehicles for the transport of dangerous goods is given, a proposal for criteria for determining the location, structure and contents of rest areas and concluding considerations are given.
