HEALTHCARE QUALITY INPROVEMENTS AND PATIENT SAFETY - ADDED VALUE OF THE STATE CONTROL

Abstract

Many healthcare establishments accept the Executive Agency "Medical Audit" as a state body, which increases the administrative burden, sets requirements and imposes penalties. On the other hand, despite the many complaints and signals from patients and their relatives, it is noteworthy that they also have difficulty understanding the exact purpose of the agency. Agency’s actions do not always meet their expectations. It should be noted that the activities of the agency in many cases are subject to political interests and expectations, generated mainly by the occurrence of serious adverse events, in which the predominant reaction is to take strict measures and impose penalties.

The purpose of our study is to determine whether and to what extent the agency has actually contributed to improving the safety and quality of medical care.

In this topic we review the activities of the Executive Agency "Medical Audit" for 2019 in terms of inspections on complaints and signals related to adverse (lethal) outcome and compare the results with those of 2017 and 2018. In view of the results we discuss what needs to be done so that the agency is firmly and visibly positioned in society and how to convincingly demonstrate its public value.

Conclusions The topic of healthcare quality is becoming more and more sensitive, with the focus not only on medical establishments and medical specialists, but also on the role of state control. Inspectors will need to maintain a dialogue with all participants in the process as a guarantee of synchronization with the interests of patients, professionals, politicians and the public. The agency needs to be transformed into a learning organization as the evaluation of its own actions becomes more and more normal in order to increase the trust in the society, both at the institutional level and in the quality and safety of the medical services. The agency needs to actively show its added value.
